Consultation: Changes to the Network Access Agreement and the Technical Manual Part 1 – Electronic Document Registration Service
Overview
Between 10 June and 5 July we are holding a consultation to seek views on our proposal to amend the Network Access Agreement and the Technical Manual Part 1.
Our proposed amendments would mean that customer use of our Information Services or Electronic Document Registration Service will be subject to the terms of our Conditions of Use, rather than the full Network Access Agreement.
The consultation sets out the amendments we consider need to be made to the Network Access Agreement and the Technical Manual Part 1 to facilitate this.
We have reviewed our current services and the terms and conditions under which they are offered. We have concluded that it is not necessary to treat e-DRS applications as ‘Network’ transactions, since they are not created and completed within a customer’s network.
If we implement the changes set out in the consultation they will enable e-DRS access for all business customers from whom we accept paper applications.
We invite customers and stakeholders to provide their views and comments on the proposals set out in our consultation document using our consultation questionnaire - available below.

Post-consultation
A post-consultation report will be published on our website on Friday 12 July.
Background
The consultation aligns with our focus on delivering products and services through channels that meet our customers’ changing needs. This requires us to be flexible and responsive and to continuously seek improvements to our processes, while always ensuring the security and integrity of the Land Register.
This focus is in line with the government’s ‘Digital By Default’ agenda – online is set to become the default channel for most government services.
