Rowland Coombs

As Chief Information Officer (CIO) and Director of Information Systems, Rowland is accountable and responsible for all aspects of the Information Systems directorate. This includes the direction of Land Registry’s IS policies, practices and resources including its personnel, external contracts, enterprise architecture and information assets.

As a member of the Executive Board and a Director of the business, Rowland has shared responsibility for leading and managing the business and for supporting the Chief Executive.

As Land Registry’s Senior Information Risk Owner (SIRO), Rowland chairs the Information Management Committee. He is responsible for ensuring the information risk is managed effectively by all information asset owners.

Rowland is responsible for the following Groups:

IS Service Delivery (ISSD) – headed by Christine Bromley
Internal Solutions Group (ISG) – headed by Paul Westmore
External Solutions group (ESG) – headed by Lizzie Adams
IS Performance and Governance (IS P&G) – headed by Ken Pratt

Rowland has over 30 years experience in the UK Public sector holding roles in both IT and HR. He joined HM Land Registry in 1999 initially working as a Personnel Manager in Plymouth office before being promoted to a senior role in HR with responsibility for IS. He was promoted to Head of ISSD in 2005.

In October 2012 Rowland took up his interim role on the Board.
