Paul Hemsley BA FCA FRSA CPFA
As Finance Director, Paul is responsible for strategic financial planning and management of Land Registry, corporate procurement, risk management and assurance, internal audit and overseeing preparation of the annual audited accounts.
He provides an authoritative source of advice to the Chief Land Registrar as Accounting Officer on the regularity and propriety of expenditure.
Paul chairs Land Registry’s Planning, Budgeting and Investment Committee and attends the Audit Committee. As a member of the Land Registry Board and a Director of the business Paul has shared responsibility for leading and managing the business and for supporting the Chief Land Registrar. Paul is responsible for the following Groups:
- Finance
- Corporate Procurement
- Internal Audit
- Business Planning, Assurance and Risk.
Paul is a graduate chartered accountant with extensive business experience in both the private and public sector. He was the Director of Finance and Corporate Services for Ordnance Survey where he was responsible for Finance, HR, Legal, Procurement and Estates. He acted as Chief Accountant at the Defence Evaluation and Research Agency (DERA) and as Chief Accountant for the Department for Work and Pensions (DWP). He has previously held the position of Group Finance Director for The Innovation Group plc and Reliance Security
