David Evans

As HR Director David has overall responsibility for all HR services which support Land Registry, operating within the parameters set by wider civil service policy.

In addition, he is also responsible for the provision of Facilities Services, Land Registry Estates and Performance and Innovation (P&I).

As a member of the Land Registry Board and a Director of the business, David has shared responsibility for leading and managing the business and for supporting the Chief Executive as Accounting Officer for the Department.

David is also the Land Registry Board Champion for working patterns.

David is responsible for the following groups:

HR Services
Capability Group
Facilities and Property Asset Management
Performance and Innovation [P&I]
HR Strategy

David obtained a BA degree in Economics at Leicester University where he was on the student union council and became a lifelong supporter of Leicester FC. He began his career as a graduate trainee with Greater London Council, and took up his first HR role as a trainer.

David then held a number of local authority HR posts ending up in a role in Hounslow that had additional management responsibilities for the school meals, caretaking and cleaning services.

Prior to joining Land Registry in 2002 he worked for the National Association of Citizens Advice Bureaux initially as HR Director and then as Deputy Chief Executive with responsibility for a range of central services.
