Malcolm Dawson OBE
Malcolm Dawson was appointed to the post of Chief Land Registrar and Chief Executive of Land Registry in March 2011, following a successful tenure as Land Registry’s Director of Human Resources. As a statutory office holder appointed by the Secretary of State, he is solely responsible for the effective and efficient day-to-day management of Land Registry and the discharge of its functions. Since taking up his appointment, Land Registry has become a member of the Public Data Group (PDG) within the Department for Business, Innovation and Skills (BIS) and Malcolm is leading work to explore the opportunities this presents to contribute to the Government’s economic growth and transparency objectives.
In his previous role as Director of Human Resources, and as member of the Department’s Main and Executive Boards, Malcolm was responsible for all people, estates and facilities management matters. He was also responsible for the Land Registry’s Accelerated Transformation Programme which, through a radical programme of re-structuring, rationalisation and culture change, enabled Land Registry to respond rapidly to the 2008 economic downturn and has created a leaner, more customer focused and commercial organisation.
He joined Land Registry in January 2008 from the Ministry of Justice where over five years he held a number of roles including Acting Director of HR and Director of Pay and Grading. He took a leading role in managing a series of mergers and structural changes arising from the creation of the new Courts and Tribunals agencies and he introduced wide-ranging changes to pay, grading and core terms and conditions for staff from the former Department for Constitutional Affairs.
Prior to this, Malcolm worked for six years in the Cabinet Office in a number of roles, including as a director of leadership development programmes for senior public servants and in the Prime Minister’s Strategy Unit on public service modernisation. His previous roles have ranged across the National Lottery Regulator, HM Customs and Excise and the Ministry of Defence.

Mike Westcott Rudd
As Head of Corporate Legal Services, Mike Westcott Rudd's main roles are to give legal advice to Land Registry on non registration matters which range from public law innovations to the negotiation of major joint venture agreements.
He also has responsibility for ensuring corporate compliance with information management policies and Freedom of Information, Data Protection and Human Rights legislation and for dealing with recommendations and comments made by Land Registry's Independent Complaints Reviewer.
After reading law at Cambridge, Mike spent his early career in private practice before joining Land Registry in 1987 and has since undertaken a number of roles within the organisation. Mike was awarded the Royal Institution of Chartered Surveyors prestigious Michael Barratt award in 2003 for contributions to Geomatics.
