Heather Foster

As Finance Director, Heather is responsible for strategic financial planning and management of Land Registry, corporate procurement, risk management and assurance, internal audit and overseeing preparation of the annual audited accounts.

She is also accountable for the achievement of KPIs for the cost per unit and return on capital employed.

Heather provides an authoritative source of advice to the Chief Executive as Accounting Officer on the regularity and propriety of expenditure. Heather chairs Land Registry's Planning, Budgeting and Investment Board and Business Risk Board and attends the Audit Committee.

As a member of the Land Registry Board and a Director of the business Heather has shared responsibility for leading and managing the business and for supporting the Chief Executive. Heather is also the Land Registry Board Champion for disability.

Heather is a law graduate of University of London and an accredited mediator through the Centre for Effective Dispute Resolution (CEDR). Heather trained and qualified as an Accountant in the private sector in 1982 and is a Fellow of the Association of Chartered Certified Accountants.

Her experience includes the floatation of Eurotherm International, a multinational electronics group, on the UK Stock Exchange and subsequent acquisition and integration of new businesses.

Heather has worked in Italy, France, Australia and the USA. She also set up a company which manufactured energy-efficient gas controls for industrial furnaces.

Heather has worked in the Head Office of the Inland Revenue and as an investigating accountant in the Ministry of Defence. She was appointed Finance Director of Land Registry in November 1990 and as a member of the Land Registry Board Heather was responsible for negotiating and implementing the change of status to a Trading Fund.

Heather is a Non-Executive Director of the Refugee Council and sits on the Audit Committee of the Council for Licensed Conveyancers.
