"Sara Payne has examined the administration of criminal justice from the perspective of victims and witnesses, and made some interesting proposals.

"Ms Payne has recognised that there are a significant number of areas which merit further examination and research. The judiciary will examine any recommendations on matters which fall within their responsibilities. The judiciary is very sensitive to the needs of victims, but always in the context of ensuring the essential components of a fair trial.

"One of the recommendations in the review calls for judges to explain when sentencing the exact period a convicted offender will or is likely to spend in custody. The way in which judges pass sentence is laid down by Parliament."
