'The Rule of Law'

Lord Bingham considered the true meaning of the phrase ‘the rule of law’, and its’ implications:

“The core of the existing principle is, I suggest, that all persons and authorities within the state, whether public or private, should be bound by and entitled to the benefit of laws publicly and prospectively promulgated and publicly administered in the courts.”

He looked at the ‘sub-rules’ which contribute to the rule of law, including clear legislation, upholding human rights, and affordable settlement of civil disputes.
