Mr Justice Roderick Evans considered issues around devolution and the administration of justice in Wales.
He asked:
“What should we be aiming for as we plan for the future? Firstly we need a justice system which serves the whole of Wales - a system which provides a service which is reasonably accessible wherever you live in Wales and which is available to you in either Welsh or English.”
He suggested that appeals and High Court work should be held, where possible, in Wales, and that some tribunal work could be devolved to Wales. Finally, he suggested that a solely Welsh jurisdiction could be a possibility for the future.
