Background to the collection

The Learning Disability Programme is all about improving health and care services, so that more people with a learning disability, autism or both can live in the community, with the right support, and close to home. The purpose of the TIR collection is to support the Learning Disability Programme and give NHS England assurance on the following 3 areas:

1. The reduction in the number of CCG commissioned beds
2. New community services being opened
3. New accommodation being made available

The data collected through the TIR is essential to ensuring that the key programme objective, of having fewer people reliant on inpatient care, is delivered.
