2.1.iv. Through NHS England make progress in four areas (measuring choice; ensuring mandate assurance; supporting transition from Choose and Book to NHS e-Referral Service; use of independent sector to relieve winter pressures) to ensure patients receive their rights to choice of provider at first outpatient appointment and to non-emergency treatment within 18 weeks, as outlined in the NHS Constitution
2.9.v. Publish a second annual report following up progress in delivering agreed actions Submit final proposals to ministers for further work on treatment-based accommodation of offenders based on evaluation of test sites, working with NHS EnglandDepartments including the Ministry of Justice by running substance misuse pilots and mental health pilots
2.12.iii. Implement the Friends and Family Test across all GP, community and Mental Health services
2.8.ii. Use data from the palliative care funding pilots (which ended in March 2014) to issue guidance around possible national prices for local testing in 2015-16
