As part of the Access and achievement in education review, Ofsted commissioned a number of external background papers from leading academics. These papers contributed to the report Unseen children: access and achievement 20 years on and informed the recommendations that we make.

T Allen, Drivers and barriers to raising achievement: A focus on school and classroom level influences 

This research focuses on the particular dimension of school and classroom level efforts to support disadvantaged children and young people in schools and colleges.

S Gibbons and S McNally, The effects of resources across school phases: a summary of recent evidence 

This report provides analyses of recent academic evidence on the causal effects of resources in schooling on students’ outcomes.

M Hutchings and A Mansaray, A review of the impact of the London Challenge (2003–8) and the City Challenge (2008–11)

This report summarises previous evaluations of London Challenge and City Challenge; reviews the sustainability of the school improvement that took place; explores the legacy of the Challenges; reviews possible reasons for London’s high attainment; and identifies aspects of the Challenge strategy that could be adopted more widely.

R Lupton, P Noden, A Brady and A West, School organisation and the educational achievement of children in poverty in England

This report focuses on the relationships between particular aspects of school organisation and the educational achievement of children in poverty, seeking to identity forms of organisation or practice that are associated with higher absolute attainment for such children, and/or with narrowing the gap between them and their peers.

D Mongon, Educational attainment: White British students from low income backgrounds

This paper explores the trend of long-standing and deep-rooted low attainment of White British pupils from low income families and its causes and how the examples of schools that buck the trend can be applied more widely.

National Foundation for Educational Research (2013) Wilshaw submission: NFER evidence on access and achievement and educational success in deprived communities

This review of recent research evidence examines what works in closing the gap in educational achievement for children and young people living in poverty.

C Pascal and A Bertram, The impact of early education as a strategy for counteracting socio-economic disadvantage

The review looks at the impact of Early Childhood Education (ECE) initiatives to combat social and economic disadvantage, both in the UK and internationally. It examines the impact of national and international initiatives in ECE over the last 10 years on the attainment of socio-economic disadvantaged children and young people and sets out recommendations for action and further innovation.

L Tikly, Recruiting and retaining good quality teachers in disadvantaged schools: a review of the UK and international evidence

The paper evaluates evidence from the UK and from other industrialised countries concerning effective strategies to recruit and retain good quality teachers in disadvantaged schools in England.
