Biography

Katherine Kerswell joined the Civil Service in September 2012 as Director General, Civil Service Reform.

Prior to that she was a chief executive of four local authorities, and has worked in local government for over 25 years.

Career highlights include:

  • Chief Executive of Northamptonshire County Council
  • Chief Executive of Solihull Metropolitan Borough Council
  • Managing Director of Kent County Council
  • President of SOLACE
  • Chair of the Audit Committee for the Department of Children, School and Families

Katherine has represented local government on a number of government and national commissions, and has written and spoken extensively on public sector reform, leadership and change management.

Director General, Civil Service Reform

The Civil Service Reform Plan sets out a series of specific and practical actions to equip a much smaller Civil Service to meet current and future challenges.

The Director General is responsible for the implementation of the plan, working across government to ensure real and sustained change.
