Background to the collection

In 2003 the Department of Health (DH) started to collect information regarding community mental health teams via UNIFY2. This formed part of the Local Delivery Plan returns (LDPr) and was used for performance monitoring against PSA targets. The LDPr now concentrates resources on collecting data to inform Vital Signs and therefore will no longer collect information regarding community mental health teams.

It has been agreed that information on a number of mental health indicators should continue to be collected. This is to:

  1. Continue to monitor progress against as yet unmet targets i.e. the EI total caseload and CPA 7 day follow-up for the suicide reduction targets.
  2. Continue to monitor performance against existing standards on Early Intervention, Crisis Resolution/Home Treatment and Assertive Outreach.

For this reason the DH has made arrangements with the Health and Social Care Information Centre for essential data to be collected via the Omnibus Survey online data collection tool.

Five of the existing LDPr lines will continue to be collected through this route. Three questions are now collected via UNIFY2. Three additional questions regarding ethnicity data are collected at Quarter 4. All questions are summarised in the following table:

In Quarter 4 there is an additional requirement to collect ethnicity data (questions 4, 7, and 11 in the table above). This information will be used to inform progress against the Delivering Race Equality (DRE) agenda.

The DRE programme is a five year action plan set up in 2005 by the Department of Health, and it is designed to reduce inequalities in how people from black and minority ethnic communities access, experience and achieve outcomes from mental health services.

The data collected will be used to populate the DRE dashboard, which will support measurement of progress on key DRE priorities.

Services are required to submit data using the 16+1 ethnic data categories as follows:
