Shaun Gallagher has been Acting Director General for Social Care, Local Government and Care Partnerships in the Department of Health since July 2012. His substantive role in the Department is Director of Social Care Policy, a position he has held since January 2010.
His responsibilities include adult social care, the Department’s links with Local Government, mental health, health services for offenders and military veterans, health equalities, and health services for children.
Shaun joined the Department of Health in 1993 and has worked in a range of policy areas in health and social care. These have included two spells in Private Office (Private Secretary to the Secretary of State in 1995-1997 and Head of the Permanent Secretary’s Office in 2004-5), and a period of secondment to an NHS Trust. His previous experience in social care included responsibility for writing the 1998 White Paper Modernising Social Services, and heading the Bill Team that took the Care Standards Act 2000 through Parliament.
