Executive Board

The Executive Board  supports the Permanent Secretary in her responsibilities as Principal Accounting Officer. It is chaired by the Permanent Secretary and made up of the civil servants who sit on the Departmental Board.

The Executive Board’s responsibilities are:

  • (following advice from the Audit and Risk Committee) setting the corporate governance and assurance arrangements in the Department and its subsidiary bodies
  • ownership, and regular review of the key risks associated with DH and its sponsor bodies, including transition risks, and escalation of risks and issues to the Departmental Board as necessary
  • advising ministers and the Departmental Board on the overall disposition and allocation of resources ensuring a successful transition to a new model for health and social care

Executive Board members

  • Una O’Brien CB is Permanent Secretary at the Department of Health and Principal Accounting Officer
  • Sir David Nicholson KCB, CBE is Chief Executive of the National Health Service in England
  • Professor Dame Sally Davies is Chief Medical Officer and the UK Government’s principal medical adviser
  • Shaun Gallagher is Director General of Social Care, Local Government and Care Partnerships
  • Richard Douglas CB is Director General of Policy Strategy and Finance

Three further senior civil servants attend when transition issues are discussed: the Managing Director of Workforce, the Director General of Corporate Development and the Director General of Communications.

Frequency of meetings

The Executive Board meets on a monthly basis.

Summaries of meetings

Summaries of meetings are made available within three months of each scheduled meeting. These documents summarise proceedings from the scheduled meetings of the Executive Board.
