A review of the skills tests for people wishing to become teachers was announced by the Secretary of State in the Training our next generation of outstanding teachers: Implementation plan in November 2011. A number of reforms were announced, which came into effect from September 2012. 

In addition, the Secretary of State conducted a full review of the tests, to "ensure they are testing candidates to meet rigorous standards of literacy and numeracy". This review, supported by the Teaching Agency, was carried out by a panel of headteachers and other education experts during the spring of 2012.

As a result of the review new, rigorous tests in English and mathematics will be introduced in September 2013 for all candidates and existing trainees. A test of verbal, numerical and abstract reasoning will also be introduced for pre-entry candidates.  A test of verbal, numerical and a
