Health and Care Professions Council meeting agenda summary

A summary of decisions will be made available on the HPC's website within five working days of the meeting.

Regulating the adult social care workforce

The Council will be asked to discuss and approve (i) a policy statement in relation to HCPC’s proposals for how adult social care workers in England might be regulated; and (ii) agree that further incremental work to develop the proposals be incorporated into the Policy and Standards workplan for 2013-2014.

Revalidation: Fitness to Practise data analysis

The Council will be asked to discuss the findings of some multi-variant data analysis carried out by Lesley Brookes (Oxford Brookes University) as part of the programme of work looking at continuing fitness to practice and revalidation.


At the Council meeting on 18 October 2012, the Council discussed whether a ‘standard on leadership’ should be included in the profession-specific standards of proficiency and requested the opportunity to discuss this further.

This paper invites the Council to determine whether such a standard is required. (It should be noted that the decision in relation to leadership could impact on the papers being considered later in the agenda in relation to Standards of Proficiency).

Standards of proficiency consultation analysis and revised standards for dietitians, occupational therapists, physiotherapists and radiographers

The Council will be asked to discuss and approve the consultation response analysis and draft standards of proficiency for those professions set out above.

Standards of proficiency consultation for chiropodists and podiatrists and prosthetists and orthotists

The Council will be asked to discuss and approve the consultation document in relation to the above standards of proficiency.

Consultation on criteria for approving Approved Mental Health Professional Programmes (AMHP) in England

The General Social Care Council (GSCC) previously had a statutory responsibility to approve Approved Mental Health Professional (AMHP) education programmes in England, as part of their role in regulating social workers in England.

HCPC has taken on responsibility for approving these programmes in England, and has powers to set criteria for approving AMHP programmes, to publish those criteria and to communicate the criteria to education providers. These powers and responsibilities to approve AMHP programmes only extends to England.

The Council will be asked to discuss and approve a consultation paper which sets out the draft criteria for approving AMHP programmes.

Continuation of appointment of external auditor

Subject to the Audit Committee’s recommendation at their meeting on 28 November, Council approval will be sought to the continuation of the appointment of the National Audit Office as HCPC’s external auditor.
