Enabling commissioners to reach strategic goals
Improving the efficiency of the healthcare system and shifting more care closer to where people live are two fundamental goals for health and social care commissioners today. But, in their efforts to achieve these, how much use are they making of technology specifications within the commissioning process itself? This key question was at the centre of a recent scoping study jointly commissioned by The NHS Institute for Innovation and Improvement and North West Strategic Health Authority (SHA).

The aim of the study was to: gain a clearer idea of the value of technology
• specifications in health and social care commissioning (benefits) and determine what package of support
• commissioners need if they are to realise these benefits for their own service users and organisations (barriers and enablers).
