The NHS Institute for Innovation and Improvement together with North West Strategic Health Authority (SHA) commissioned Matrix Research and Consultancy to conduct a scoping study into the use of technology specifications in commissioning, with particular emphasis on benefits, barriers and enablers. This was in recognition of a number of strategic drivers: help shift the focus towards delivering more care closer to home; and make improvements to the efficiency of the healthcare system In this scoping study, the emphasis was on medical devices and it specifically excluded pharmaceuticals and procedures. However, as the study progressed, assistive technologies were also included in recognition of the blurring of lines between health and social care.
