London's co-financing organisations

London has five co-financing organisations (CFOs) that are responsible for allocating European Social Fund (ESF) funding, matched with 50% of their own domestic funding source, to provide 100% support for projects that meet the specified criteria of the London ESF Regional Framework.

London Development Agency timetable

In October 2010, the LDA launched its pre-qualification questionnaires (PQQs) for its 2011-13 ESF adult and youth programmes. However, following the 2012 abolition of English Regional Development Agencies announced as part of the Government’s Comprehensive Spending Review (CSR) the LDA suspended all of its procurement activity; pending confirmation of a final settlement for London in relation to economic development activity.

The overall economic development settlement for London was only announced by Government on 16 March 2011. This will total £388 million over three years and funding beyond LDA commitments of 2011/12 will pass to the Greater London Authority (GLA).

The EPMU and GLA are currently in discussion with the other London CFOs to re-allocate the ESF funding originally intended for the LDA in their 2011-13 ESF Co-financing Plan; the objective being to ensure that London’s regional ESF allocation is utilised in full and against agreed Mayoral priorities. The GLA is also considering whether to become a CFO itself.

Following the termination of the LDA's ESF NEET procurement round launched in autumn 2010, it has been agreed that in order to ensure provision for young people not in employment, education or training (NEET) is in place for the coming academic year, the Skills Funding Agency will launch a procurement exercise to procure the NEET services designed by the LDA.
