Higher education workforce framework 2010

The major considerations and challenges that face the workforce of the English HE sector.

Human resources management

The higher education (HE) sector is knowledge-based, and the performance of the people who work in it is, therefore, crucial. Human resources systems and processes must continually evolve to recruit, retain, develop and reward high quality staff.

Workforce framework

The HE workforce framework considers the major considerations and challenges that face the workforce of the English HE sector. It examines key issues and draws on evidence to inform policy making and strategic planning at higher education institutions (HEIs). Our first HE workforce framework, was published in 2006 and the most recent in 2010.

Developing human resources

As part of their planning we encourage HEIs to develop recruitment and retention schemes to meet the priorities they have identified for their institutions.

Since 2001 we have invested in developing human resources through our Rewarding and Developing Staff (R&DS) initiative and have funded research into the research workforce.
