The requirement for PCTs to use health equity audit to inform service planning and delivery was set out in the Priorities and Planning Framework 2003-06. If we are to achieve the challenging 2010 target on inequalities it is vital that HEA is used in next year's planning round to have an impact on narrowing health inequalities, and PCTs will be performance managed on how well they do that. The self-assessment tool should assist PCTs in assessing their readiness to use HEA, and identify issues that may need to be addressed in advance of the planning round.

All PCTs are asked to complete the HEA self assessment, including identifying any action needed, by the end of March 2004 so that they are ready to use HEA effectively by the start of the next planning round in July.
