Dr Bell spent her executive career in the Civil Service, primarily in the Department for Business (BIS). She undertook a wide range of roles including trade promotion, industrial policy, privatisation, and negotiating the European Union and UK legal framework for business set by company law, competition and consumer law, and employment law.
Dr Bell also had responsibility for policy and delivery in the BIS Agencies including Companies House, the Intellectual Property Office, the Employment Tribunals Service and the Insolvency Service.
After leading BIS as Permanent Secretary, in 2005, Catherine left the Civil Service and now has a wide range of non-executive experience in the public, private and not-for-profit sectors.
In addition to the Department of Health Board, Catherine is currently a Non-Executive on the Boards of United Utilities Group plc and the Civil Aviation Authority. She is also a Governor of the London School of Economics and chairs the Investment Trustees of the Civil Service Benevolent Fund.
