On the agenda

NHS Future Forum to carry out new work on key health issues

The Government has asked the NHS Future Forum, a group of health experts, to carry out a new phase of conversations with patients, service users and professionals, following the recent listening exercise on proposals to modernise the NHS. The Forum will provide independent advice on the following four themes: information, education and training, integrated care and the public’s health.

Chief executives are reminded that all communications requiring the attention of NHS and local authority management must include a Gateway reference number. In order to streamline the number of communications issued by the Department, these will continue to be summarised in ‘the week’ every Thursday.

Policy news

1. Baseline data to support development of future health systems
(Gateway reference number: 16440)

The Department is committed to publishing shadow indicative allocations for clinical commissioning groups and local authorities’ public health grants. This requires good information on local current spend, which will be sought through a new return. This will help PCTs prioritise spend to take account of the need for a smooth transition.

Action: PCT chief executives will wish to ensure relevant finance and public health colleagues complete the returns and that they are signed off, before returning via their SHA.

2. Local Information Standards Notice issued
(Gateway reference number:16532)

The Information Standards Board has issued a local Information Standards Notice which informs the NHS of the introduction of the community information data set for local use. This should be recognised by all NHS funded providers of community services.

Action: NHS chief executives will wish to ensure their informatics colleagues are progressing with the implementation requirements.

Consultations and evaluations

3. Consultation on funding allocations
(Gateway reference number: 16389)

Subject to the Health and Social Care Bill, additional funding for Local HealthWatch, NHS Complaints Advocacy and PCT Deprivation of Liberty Safeguards would be allocated through the current Department of Health Learning Disabilities and Health Reform grant. This consultation asks for your views on how the funding should be allocated to local authorities.

Action: Local authority chief executives will wish to ensure directors of adult social services provide local authority responses by 24 October 2011.

Publications

4. Experts open one-stop shop for commissioning intelligence
(Gateway reference number: 16533)

Primary Care Commissioning has teamed up with NHS Library and Knowledge Services and South East Coast Quality Observatory to offer commissioners free access to a one-stop shop for commissioning intelligence. The ‘Ask an Expert’ service brings together expertise in commissioning, evidence searches, data analysis and health intelligence in an easy-to-access format online.

Action: NHS chief executives and commissioning colleagues may wish to consider using the one-stop shop.
