The week: issue 227

This week’s edition includes the announcement of the PCT allocations for 2012/13, transition guidance from the National Information Governance Board and the Payment by Results 2012/13 road test package. Publications this week include the Cancer Intelligence Framework and the Board Governance Assurance Framework.

On the agenda

1. PCT revenue allocations 2012/13
On 14 December £91.6 billion in PCT revenue allocations was announced for 2012/13, a total increase of 2.8 per cent. This includes £87.5bn for PCT recurrent allocations, and £4.1bn for non-recurrent allocations supporting services in primary dental, pharmaceutical, general ophthalmic and joint working between health and social care.

2. National Information Governance Board Transition Guidance
The National Information Governance Board for Health and Social Care has published guidance for NHS organisations and new clusters and CCGs to support key staff in maintaining good information governance, managing information governance risks and and addressing issues.

Policy news

1. Payment by Results 2012/13 road test exercise
(Gateway reference number: 16991)
The Payment by Results (PbR) 2012/13 road test package has been published. The PbR road test is designed to support organisations to plan ahead by providing tariff prices for 2012/13 and draft operational guidance for comment.

Action: NHS chief executives will wish to note that the road test commences on 15 December 2011 and concludes on 20 January 2012.

Consultations and evaluations

2. Promoting development and leadership for leaders from diverse backgrounds
(Gateway reference number: 17027)
Sir David Nicholson has asked NHS Top Leaders alumni to take an active role in developing new leaders in your organisations and nominate senior staff to participate in a joint NHS Top Leaders and Leadership for Equality workstream initiative.

Action: NHS chief executives will wish to ensure colleagues on the Top Leaders programme identify professional BME staff and women clinicians (especially doctors) by 31 December 2011.

3. Patient Safety Leaders’ programme open for applications
(Gateway reference number: 16994)
The NHS Institute’s Patient Safety Leaders’ (PSL) programme provides practical guidance on safety improvement tools and techniques. Accredited by the University of Derby, it helps PSLs identify, implement and measure improvement projects and successfully achieve the aims of the Safety Express QIPP workstream. The next wave of the programme starts in February 2012.

Action: NHS chief executives will wish to discuss with patient safety leaders within their organisations.

Publications

4. Social care grants for 2012/13 published
(Gateway reference number: 16988)
The Department’s specific revenue and capital grant funding to local government for 2012/13 was announced on 8 December via Local Authority Social Services Letter (LASSL)(DH)(2011)1. Alongside this, the Government published its response to the consultation on allocation options for additional funding for local HealthWatch, NHS Complaints Advocacy and Deprivation of Liberty Safeguards in hospitals.

Action: Local authority chief executives and directors of adult social services will wish to consider the specific revenue and grant allocations in their local areas.

5. Improving Outcomes: A Strategy for Cancer Annual Report 2011
(Gateway reference number: 16605)
Improving Outcomes: A Strategy for Cancer was published in January 2011 and this first annual report measures progress on implementation. The report highlights the progress made so far including improved data collection and analysis and campaigns to improve the public’s awareness of cancer symptoms.

Action: NHS chief executives will wish to review and consider the priorities for improving cancer services and outcomes for the year ahead.

6. Cancer Intelligence Framework
(Gateway Reference number: 16920)
In response to a Public Accounts Committee report on implementing the Cancer Reform Strategy, the Department committed the National Cancer Intelligence Network to produce a report setting out plans for cancer intelligence. This was published on 13 December.

Action: NHS chief executives will wish to review the actions underway to improve cancer intelligence.

7. Board Governance Assurance Framework
(Gateway reference number: 16884)
A new framework to support aspirant foundation trusts (FT) to develop strong governance is now available. Through a combination of self-assessments and independent review, the tool will help give assurance that NHS trusts are appropriately skilled and fully prepared for FT authorisation.

Action: NHS chief executives will wish to ensure that these assessments are completed before submitting their FT application to the Department.

8. Naming and branding of Commissioning Support Services (CSSs)
(Gateway reference number: 17022)
Emerging Commissioning Support Services (CSSs) have asked how they should be named and branded. This guidance is for use of the NHS brand by CSSs during transition to April 2013 whilst they remain part of PCTs.

Action: PCT cluster chief executives may wish to ensure that PCT cluster staff involved in the development of commissioning support have these.
