Flora, who has some 30 years of policy and operations experience in health and social security, was the first Chief Executive of the Human Fertilisation and Embryology Authority, a post she held from 1991 to 1996.
Prior to her current role, Flora was the Director of Workforce Development, responsible for NHS and social care workforce capacity and education and NHS equality and diversity. She returned to the Department of Health in 1996 to be Head of its Policy Management Unit.
Since then her career has included spells as the Department’s HR Director and Director for Patient and Public Experience and Voluntary Sector Champion.
Flora took up her post as acting Director General in September 2010. Her main responsibilities are leading the Department of Health transformation programme and DH operations, such as HR, information services and estates.
