These documents are part of a public consultation on implementation of proposals in the White Paper and supporting papers. They further outline proposals on foundation trusts and the establishment of Monitor as an independent economic regulator for health and adult social care. As stated at the launch of the public consultation 'Liberating the NHS: Regulating Healthcare Providers' in July 2010, the Department has published the consultation responses received. The consultation exercise closed in October 2010. These responses were used to inform chapter 6 of the Government's response 'Liberating the NHS: Legislative Framework and next steps' published on 15 December 2010.

Responses from organisations that have requested their response not to be published have not been included.

Responses have been published with personal data redacted where necessary in accordance with the Data Protection Act 1998.

Information has also been redacted where it does not relate to the 'Liberating the NHS: Regulating Healthcare Providers' consultation. Some of the responses received provide information on a number of consultations.
