This is the summary report of the Farm Animal Welfare Council (FAWC) plenary meeting on 14 February 2007, chaired by Professor Christopher Wathes.  This meeting took place in Cardiff.  The Council meets three times a year.  Working groups that convene more frequently undertake much of the preparatory work.


Discussion centred around:

  • Meeting with Welsh Minister for Environment, Planning and Countryside, Carwyn Jones AM and the Welsh Chief Veterinary Officer, Christianne Glossop;
  • Agreement of the scoping documents for short reviews by the Standing Committees leading to Opinions to be presented to Government.  Studies on: Policy Instruments to Improve Animal Welfare; the Welfare of Farmed Gamebirds; and the Longevity of the Dairy Cow would begin in April 2007 aiming to report within 12 months;
  • Agreement of the scoping document for a major new study on the Economics of Farm Animal Welfare beginning in April 2007 with duration of around three years;
  • The draft Government response to the FAWC Report on the Welfare Implications of Animal Breeding and Breeding Technologies in Commercial Agriculture.  Government was rejecting the call for a new body to advise on these issues in favour of FAWC taking up much of this advisory role.  Council was largely content with the suggestions given enhanced expertise on Council and the resources required to carry out this additional role;
  • Draft reports on the welfare implications of lamb castration and tail docking and on the importance of stockmanship to animal welfare – to go forward to the next meeting for agreement;
  • Reports from the Secretariat on budgetary constraints, the cross Government Website rationalisation project and the new duty on public bodies to consider biodiversity in their work;
  • An update on the activity of Defra’s Animal Welfare Division.

Chairman's report

The Chairman reported on meetings aimed at building relationships with FAWC’s stakeholders in GB and Europe, through meetings with Ministers, CVOs, officials, the Animal Health and Welfare Strategy implementation and steering bodies and with key stakeholders (the National Farmers’ Union, Food Standards Agency, National Office on Animal Health). 

The second meeting of the European Forum of Animal Welfare Councils (EuroFAWC) was to be held in Brussels in May 2007.  The Forum aimed to share best practice and discuss shared animal welfare issues.
