Our approach to regulation

Our aim is to provide the best possible regulation of charities to increase their effectiveness and levels of public confidence in them. Like most modern regulators, we take a risk-based and proportionate approach to regulating charities. This means we target our help and resources at the highest risks to charities' beneficiaries, services, assets and reputation and where we think our intervention will have the greatest impact. We also follow the principles of best regulatory practice, ensuring our actions are proportionate, accountable, consistent, transparent and targeted.

This section provides more detail on this risk-based and proportionate approach to our work, including both our compliance work and the services we provide to charities:

Our overall approach to risk based regulation

Our overall approach to regulation is set out in The Charity Commission and Regulation.

Risk and Proportionality Framework for our compliance work

The Risk and Proportionality Framework for our compliance work explains the risk-based approach our regulatory compliance work takes when dealing with charities where their assets, services, beneficiaries or reputation are at risk of serious abuse or damage. It publicly shares what we consider to be the areas of greatest risk for charities. In this section we also explain our general approach to compliance work.

Risk and Proportionality Framework for the services we provide to charities

The Risk and Proportionality Framework for the services we provide to charities sets out our enhanced and risk-based approach for the services the Commission provides to charities, their trustees, their advisers and the public. This work includes providing legal consents, tailored and general advice and dealing with applications to become a registered charity.
