Objective 1

The Objective One Programme for Cornwall and the Isles of Scilly 2000-2006 aimed to provide assistance in regenerating the economy of the region, threby increasing the area's wealth. The Programme closed on 31st December 2008.

The programme ran from 2000 to the end of 2006 and over £300m was available. The European grant was matched from UK public and private sources. The total amount invested in Cornwall and the Isles of Scilly was over £900m.

The Objective One team worked to ensure that the Objective 1 Programme tackled three strategic aims:

  • increasing absolute prosperity
  • creating and promoting sustainable communities and
  • protecting and enhancing environmental, cultural and economic opportunities inherent within Cornwall and the Isles of Scilly.

Objective 1 is based on criteria set out in the Single Programming Document, which is a contract between the EC and UK government to fund the programme.  As part of this agreement the programme had to achieve certain targets.

A separate document, known as Programme Complement, provided more detailed guidance as to what Objective 1 needed to achieve and what could be supported. 

Funding for projects iwas broken down into various Priorities and Measures. This provided a framework for applications. Summaries of the Programme’s Priorities and Measures for action can be found on the menu.


The Programme is delivered through a project-based system via four different Structural Funds:

European Regional Development Fund (ERDF) Creating growth by supporting businesses in adapting and improving through grant aided projects.

European Social Fund (ESF) This is targeted at providing training and support, which will help people in Cornwall and the Isles of Scilly to develop the skills necessary to gain year-round employment.

European Agricultural Guidance and Guarantee Fund (EAGGF) Sustaining and developing the rural economy through improved processing of agricultural produce, diversification and adaptation of rural businesses.

Financial Instrument for Fisheries Guidance (FIFG) Designed to support the commercial fishing industry in Cornwall and the Isles of Scilly, including fish processing businesses, the fund aims to help the industry adapt to changing markets, to improve the economic return on fish landed and marketing produce both inside and outside of the region.

Cross-cutting themes

Under the Programme there weree three cross-cutting themes. These were core attributes, which each project had to strive to achieve under Objective 1.

The themes were:

  • Environmental Sustainability   
  • Equal Opportunities      
  • Information Communications Technology
