Regional Planning

The Planning and Compulsory Purchase Act 2004 strengthened the importance of regional planning by introducing Regional Spatial Strategies which bring together economic, social and environmental issues linked to planning in a coherent framework.

Government Offices work with regional partners to develop, implement and monitor ‘Regional Spatial Strategies,’ which set out Government’s planning and transport policy for each region for a 15-20 year period. The strategies provide frameworks for determining planning applications, as well as for preparing both Local Development Documents and Local Transport Plans.

East Midlands Regional Plan (RSS)
Regional Planning Bodies have the main responsibility for preparing Regional Spatial Strategies (RSS) and in the East Midlands this is the East Midlands Regional Assembly (EMRA). Later stages are the responsibility of the Government Office on behalf of the Secretary of State.  We also play a key role in implementing the RSS.

The current Regional Spatial Strategy for the East Midlands was published in March 2009 as the East Midlands Regional Plan.  It provides a broad development strategy for the East Midlands up to 2026. This was based on a draft review published by EMRA for public consultation in September 2006.  A Public Examination took place in summer 2007 and the Panel Report published 28 November 2007 is below.

On 22 July 2008 the Secretary of State for Communities and Local Government published the Proposed Changes to the East Midlands Regional Plan (Regional Spatial Strategy) for public consultation.  This closed on 17 October 2008. 

Around 2,500 representations were made on the Proposed Changes and these were taken into account during the preparation of the final version of the Plan.   

The issued Plan (RSS), Schedule of Further Changes, Sustainability Appraisal and Habitats Regulations Assessment can all be downloaded and printed from the links below.  Hard copies of the Plan can be ordered through bookshops or from The Stationery Office (TSO).

Partial Review

A further Partial Review of the Regional Plan is currently being prepared by the East Midlands Regional Assembly.  More details are available on emra website.
