09-089 ERDF Programme Finance Officer (Fixed term for 23 months)

Position Summary

To support the ERDF Programme Finance Manager and ERDF Lead Finance Officer in ensuring the effective financial management and delivery of the 2007-2013 ERDF programme.

Key responsibilities and accountabilities

  • Check grant claim expenditure for eligibility; highlight any ineligible expenditure declared from ERDF project sponsors
  • Monitor and track grant claims to ensure the timeliness of payment and compliance with payment procedures, resolving any issues quickly.
  • Provide general advice and guidance on the financial management aspects of the ERDF programme to YF colleagues and external partners.
  • Assist in the production of management information on the ERDF programme
  • Ensure accurate data is maintained at all times on the ERDF management information systems. 
  • Assist the maintenance of ERDF programme financial tables.
  • Assist in monitoring the European team administration budget reporting on variances
  • MCIS – Aggregate Claim Editor

Key skills and attributes

Functional Skills   
  • Experience in using accounts packages with a large volume of transactions
  • Able to extract financial information from a number of different sources
  • Proficient in MS Office
  • Ability to communicate and disseminate technical financial advice and guidance across Yorkshire Forward on the ERDF programme 
Strategy & planning   
  • Ability to plan and organise own workload within defined strategy, policies and procedures and in a fast moving environment to meet deadlines
  • Ability to diary manage, and plan and organise time for immediate manager and team as appropriate 
  • Works within set procedures
  • Ability to identify improved processes and procedures within own remit creating a small but direct impact on the business 
People Management    
  • No direct people management 
Decision Making/Problem solving  
  • Ability to solve first level queries and issues working within defined procedures, and based on practise and precedence
