Spending Review

Service Delivery Agreements and Technical Notes

As part of the 2000 Spending Review, Government departments, both those with Public Service Agreements (PSAs) but also smaller departments, published Service Delivery Agreements (SDAs) explaining how they will deliver the high level targets set out in the PSAs, and how government will modernise and reform itself to get better value for money in achieving them.

The Treasury has published a short Guide to the SDAs as a White Paper, explaining the common elements, and drawing out examples of the sorts of things departments are doing under the various headings.

Also underpinning departmental PSAs are Technical Notes, which set out how performance against PSA targets will be measured, and are published on departmental websites. The Notes are intended to improve transparency and accountability, by ensuring that departments cannot change the basis on which performance will be measured after the event.

An updated set of SDAs and Technical Notes will be published in the autumn, following the 2002 Spending Review.
