This report has been prepared by Professor Michael Ball and explores key challenges to recovery in house building. Findings are informed by consultation with the sector and point to key recommendations for future policy, including the need for action focussing on increasing the supply of land viable for private house building (including self-build), further streamlining planning processes, improved formulation and implementation of regulations affecting the sector, access to finance and improving utility servicing of housing sites.

The findings and recommendations in this report are those of the consultant authors and do not necessarily represent the views or proposed policies of Communities and Local Government.
