Summary

This publication sets out the findings from the baseline analysis of the effectiveness of different types of local authority structure in the period prior to reform, as part of the evaluation of unitary and pathfinder authorities. Using a cross-section of data, the analysis seeks to assess whether there are statistically significant differences in neighbourhood empowerment, strategic leadership and service performance amongst different types of authority in England in the years prior to reorganisation.
