Summary

This publication is part of the evaluation of unitary and pathfinder authorities, and sets out the postulated links between strategies for change, desired outcomes and the context in which these occur. It also sets out hypothesised short, medium and long term indicators of change, which are then searched for within the evaluation. It combines analysis of process and analysis of outcomes, linking the two, building on the literature review, which readers should refer to for a summary of the theoretical and empirical evidence base. Its ultimate purpose is to inform the Evaluation Framework document.
