Charles Leadbeater, visiting fellow at the Skoll Centre for Social Entrepreneurship, Oxford University's Saïd Business School, led a seminar on public services. He discussed the crucial importance of relationships not only between providers and users but also between pupils, parents, patients, carers and others; the centrality of relationships to innovation; and mechanisms for supporting and promoting relationships such as personalised services and personal budgets.

Charles Leadbeater spent ten years working for the Financial Times where he was Labour Editor, Industrial Editor and Tokyo Bureau Chief before becoming the paper's Features Editor. In 1994 he moved to the Independent as assistant editor in charge of features and became an independent author and advisor in 1996. In 2005 Charles was ranked by management consultancy Accenture, as one of the top management thinkers in the world. Over the past decade, he has worked extensively as a senior government adviser, and he is also a visiting senior fellow at the British National Endowment for Science Technology and the Arts and a longstanding senior research associate with the London think-tank Demos.
