Adam Pemberton, a Deputy Director in the Capability Review team, and Tristan Chapman, a Senior Change Manager in the Civil Service Change Team, both in the Cabinet Office, set out the background to the departmental capability reviews that have been conducted over the past 2 years, discussed progress to date, set out the challenges and opportunities facing the Capability Review process in future and likely next steps.

Adam has been with the Capability Review Team since the beginning of the programme in July 2005.  Part of the original design team, Adam has led support for the  reviews of the CPS and HMRC.  Adam now leads one of the two teams delivering re-reviews of departments two years on, as well as working with the Metropolitan Police Service to develop its own  Capability  Review-style programme.   Before joining the Cabinet Office in 2003, Adam worked in the Government & Public Services practice of PA Consulting Group specialising in civil and criminal justice.

Tristan joined the Civil Service Capability Group in the Cabinet Office in 2007 having previously spent three years running change programmes at Kings College Hospital and seven years as a management consultant in the health sector.  Tristan is currently working as part of a small team to set up a new ‘Capability Building Programme’, assisting departments collaborate on common themes identified by Capability Reviews.
