The Navy actively encourages its families to develop through education and training. This may be through onsite facilities within an establishment or ship, or using local or national providers. If you are preparing to leave the Navy you may see what resettlement options are available. Here are the opportunities available at the main port area bases. However; you can also get similar facilities at your local unit. Whatever your situation, we'll try to point you in the right direction.
Defence Learning Portal (DLP)
Europe's largest eLearning programme has taken off with the Defence Learning Portal (DLP). The introduction of DLP enables Defence to use leading edge technology to deliver world-class training to anyone, when and where it is needed.

Base Learning Centre (Portsmouth)
The BLC (P) is situated on the first floor of Rodney Block, on the Queen Street Site and provides assistance to Service Personnel with personal development and academic learning. Learning opportunities include basic literacy and numeracy, IT skills, including European Computer Driving Licence (ECDL) training and assessment, a wide range of GCSE subjects and NAMET.There is also a library facility for learning materials including language tapes and CDs. It also offers training courses for resettlement and CW candidates plus general guidance and advice on education issues.

Fleet Interactive Learning Centre (FILC) Portsmouth
The FILC is available to Service Personnel and their families to access free flexible on-line training provided in partnership with "learndirect".Don't be anxious about "on-line" as included in the courses available is the European Computer Driving Licence (ECDL), the one stop shop computer course recognised by a growing number of employers!The FILC currently operates from three sites in HMS Nelson, HMS Sultan and HMS Collingwood. However, testing for the ECDL is only available at the Nelson site. For information contact: FILC Manager.

The Clyde Learning Centre
The Clyde Learning Centre provides education, resettlement advice and vocational training courses to all Service personnel in the Clyde area, as well as HMS Gannet, HMS Caledonia and other small units throughout the FOSNNI area.The Learning Centre in Faslane offers a variety of courses, many of which are also open to dependants, spouses, MOD employees and employees of BNS within HMNB Clyde.The Centre is open every day 0800 - 1630 and on 2 evenings a week until 1900. Drop in anytime to the Internet suite and enjoy free Internet access, daily papers and tea/coffee.

Base Education Centre (Devonport)
The BEC (D) is based in HMS Drake and can offer a number of educational opportunities to Service Personnel including NAMET, GCSE, Open University, Forces Distance Learning and Interactive Learning Courses. Other facilities include information and advice on educational allowances, resettlement and CW training.Also available via the BEC (D) are libraries, languages material, dyslexia testing and graphics support. As a Service Person you are entitled to a grant up to £175 per year towards your individual development. This can be for a wide range of academic courses and vocational training, including car and motorcycle lessons. You will need to register with your base education centre prior to starting your course to check for eligibility and entitlement.
Enhanced Learning Credits
The Government is offering a grant to all Service Personnel who serve for over 4 years. This has eligibility criteria similar to the Standard Learning Credit Scheme and is intended for "higher" level learning. To be eligible for the grant Serving Personnel must have signed up to the scheme before 1st April 2004. The scheme offers up to £6000 towards personal development.
