Who Are We

The Queens Harbour Master (QHM) is an independent authority, accountable to the Secretary of State through NBC(D) responsible for the protection of the Port. Encompassing the preservance of life, protecting the environment, property and the continuity of business whilst overseeing MoD primacy.

The Deputy Queens Harbour Master (DQHM) implements the Dockyard Port of Plymouth Order and deputises for, and assists, the Queen’s Harbour Master, Plymouth whenever required, particularly for operational matters and manages the Vessel Traffic Management Service.

QHMs Facility Safety Manager ensures the regulatory functions and responsibilities of the Queen’s Harbour Master, Plymouth are fully discharged. The focal point for incident reporting of all incidents, including oil pollution that occurs in the waters of the Dockyard Port of Plymouth. He is also responsible for Quality Management and the QHM website

The Chief Admiralty Pilot (CAP) is the senior professional advisor to QHM and any other port users on all matters of pilotage. He is in charge of the Admiralty pilots in Plymouth and ensures they meet the requirements of the movements programme.

The Port Surveyor has the task of ensuring navigational safety throughout the Dockyard Port of Plymouth by monitoring position and characteristics of all the Aids to Navigation, either fixed, floating, lit or day marks. He is also the main point of contact for all matters hydrographic; e.g. charting and tidal information

The Harbour Control Officers regulate all shipping movements, and associated activities, in the waters of the Dockyard port of Plymouth, providing a 24 hr Vessel Traffic Service. Facilitating the efficient/effective running of the port by passing information to Naval and civilian authorities with the assistance of the Port Control Assistants.

The Movement Officer provides a focal point for: co-ordination and operational control of movements, within the Dockyard Port of Plymouth and develops a coordinated and risk-addressed Safety Management system by planning and coordinating movements across the port, liaising with all concerned to ensure correct allocation of berths, tugs, pilots and rigger support for the berthing of naval and commercial vessels.
