Appendix B: Scheme Definition

Introduction

This note defines the four Transport Packages that were modelled in Phase 2 of the study. The Transport Packages are:

Transport Package A - Committed Schemes;
Transport Package B - Committed Schemes + Realistic Transport Package;
Transport Package C - Committed Schemes + Crossrail; and
Transport Package D - Committed Schemes + Realistic Transport Package + Crossrail.

A description of each Transport Package and schemes is given in the following Sections.

Scheme and Scenario Summary

In Phase 2 four Transport Packages were developed based on Phase 1 work, refined in consultation with Steering Group. A brief description of each Transport Package is given below.

Transport Package A - Committed Schemes

Transport Package A includes all schemes that are under construction or have committed budgets as well as schemes and measures, which are well documented within local transport plans or other strategic plans by planning bodies such as the Highway Agency and the Strategic Rail Authority, and can be expected to be in place by 2016. Table 2.1 lists the schemes included in Transport Package A. In total 67 schemes, including Central London Congestion Charging, were modelled under this scenario. This package forms the reference case against which the other scenarios are tested in the mid and high growth scenarios.

Transport Package B - Realistic Transport Package

Transport Package B includes all the schemes modelled under Package A plus a package of transport schemes as identified by the Working Group as a 'Realistic Transport Package'. The Package is made up of a number of schemes which are at different stage of development in the project pipeline. Table 2.2 lists the additional schemes modelled under Transport Package B.

Transport Package B - Scheme Description

A brief description of the schemes in the Realistic Transport Package is given below.

A12/A14 Junction Improvement

The scheme involves upgrading the existing Copdock Interchange (between A12/A14).

M25 Junction 1b to 3

The scheme involves widening the carriageway to Dual 4 lane standard between M25 junction 1b and 3.

M25 J5 slip roads (M26 - A21)

Install full slip roads at M25 J5.

CTRL Domestics (Core Option)

The principal destinations for the Core service option are St Pancras, Gravesend, Ashford, Canterbury West and Folkestone Central. The service plan for this option are:

Peak

4 trains/ hr between London St Pancras and Gravesend calling at Stratford (alternative trains) and Ebbsfleet.

2 trains/ hr between London St Pancras and Canterbury West calling at Stratford, Ebbsfleet and Ashford.

2 trains/ hr between London St Pancras and Folkestone Central calling at Stratford or Ebbsfleet, Ashford and Folkestone West.

Off-Peak

2 trains/ hr between London St Pancras and Gravesend calling at Stratford and Ebbsfleet.

2 trains/ hr (each of 2 units) between London St Pancras, Stratford, Ebbsfleet and Ashford where they would divide, with one unit then serving Canterbury West and the other serving Folkestone Central calling at Folkestone West.

Woolwich DLR

The alignment of the extension would leave the planned London city Airport line at King George V station in North Woolwich and descend into bored tunnel. It would then pass under the River Thames and surface near Burrage Road in Woolwich, alongside the Railtrack lines at the existing Woolwich Arsenal station.

STDR (Thames Road)

The scheme involves upgrading A206 Thames Road from single carriageway to dual two-lane standard between existing roundabout at Perry St (A2000) and at University Way (A2026).

M25 Junction 27 to 31

The scheme involves widening the carriageway to Dual 4 lane standard between M25 junction 27 and 31.

M25 Junction 5 to 7

The scheme involves widening the carriageway to Dual 4 lane standard between M25 junction 5 and 7.

A12 widening - M25 to Chelmsford

The scheme involves upgrading the A12 to Dual three lane standard between the M25 and Chelmsford.

A120 Braintree to A12

This scheme would build upon the new A120 between Stansted Airport and Braintree and provide a dual carriageway (on and offline) facility through to the A12.

DLR Dagenham Dock

The 5.5km DLR extension will be from Gallions Reach to Dagenham Dock via riverside development land neighbouring Beckton Sewage Works before crossing the River Roding. In all five new stations will be created while the Beckton DLR train depot will be expanded.

M1 Widening

The scheme involves widening the M1 to 4 lanes in each direction between Junction 6A and Junction 13 (A421/A501).

M25 - J28

The scheme would involve improving the existing M25 junction 28 layout with new slip roads between the A12 and the M25.

Thames Gateway Bridge

The Thames Gateway Bridge (TGB) will cross the river between Beckton and Thamesmead and will provide a new link between residential and business areas north and south of the river.
The Thames Gateway Bridge is planned to be a dual carriageway road link with a dedicated public transport link for the East London and Greenwich Waterfront Transit schemes. There are also planned to be dedicated facilities for cyclists and pedestrians.

Kent Thames-side Fastrack (Phase 2)

Phase II involves connecting Dartford town centre and rail station, North Dartford, Crossways, Greenlithe rail station, Ingress Park and Gravesend.

M25 Junction 16 to 23

The scheme involves widening the carriageway to Dual 4 lane standard between M25 junction 16 and 23.

M11 Widening

The scheme involves widening the M11 motorway to 3 lanes in each direction between Junction 8 (A120) and Junction 14 (A14/A428/A1307).

A12 Widening - Chelmsford to Colchester

The scheme involves upgrading the A12 to dual three lane standard between Chelmsford and Colchester.

A120 Dualling to Harwich

The scheme involves upgrading the A120 to Dual 2 lane standard between Hare Green and Harwich.

A228 Grain (Phase 2)

The scheme involves upgrading existing the A228 between Ropers Lane and Grain from single carriageway to dual two-lane standard.

M25 Junction 23 to 27

The scheme involves widening the carriageway to Dual 4 lane standard between M25 junction 23 and 27.

Transport Package C - Crossrail

Transport Package C includes all the schemes modelled under Package A plus Crossrail as defined by Cross London Rail Links Limited.

Transport Package C - Scheme Description

A brief description of the schemes in Transport Package C is given below.

Crossrail

The version of Crossrail modelled in this study is based on Increment 3, dated January 2003. It involves construction of new track between Acton Central and Old Oak Common (Grand Union Jct), a tunnel between Royal Oak Portal and Bow Triangle/ Abbey Wood via Isle of Dogs; and a short section to a new station at Ebbsfleet.

Transport Package D - Full Transport Package

Transport Package D includes all the schemes modelled under Package A plus Realistic Transport Package and Crossrail. In total 89 schemes were modelled under this Transport Package.
