Directions:

  1. Interested Persons who wish to have access to disclosure material in accordance with the following directions must provide an undertaking as to confidentiality in the terms directed by the Assistant Deputy Coroner [‘the Coroner’].  Access referred to in the following paragraphs will only be given to those who have provided such an undertaking.
  2. Access to material in the following directions will be in such manner and by such means as may be directed by the Coroner from time to time.
  3. The Operation Paget team, acting as Coroner’s officers, are to provide Interested Persons with access to material expressly referred to in the Coroner’s Report which has not already been provided.
  4. The Operation Paget team are to provide to the Coroner the underlying material expressly referred to and relied upon by Operation Paget in the Stevens Report.
  5. The Operation Paget team, acting as Coroner’s officers, are to provide Interested Persons with access to the material referred to in paragraph (4) above, to such extent an in such manner as may be directed by the Coroner.
  6. The Operation Paget team, acting as Coroner’s officers, are to provide to experts instructed by Interested Persons access to the following:
    1. medical records and the reports of medical experts;
    2. the wreck of the Mercedes, debris and the underlying material used by accident investigation experts;
    3. material relevant to the ‘blank canvas’ and ‘simulated journey’ computer technology;
    4. photographs and plans.
    Such access will be subject (i) to the experts for the Interested Persons agreeing to abide by the terms of the undertakings as to confidentiality referred to in paragraph (1) above and (ii) to preservation of copyright.
  7. The experts for Interested Persons shall, by 7 days before each meeting of experts, provide to the Coroner and to the relevant Operation Paget experts a list of areas for discussion.
  8. Each Interested Person shall by 7 days before the next disclosure hearing –
    1. provide the Coroner with a list of the allegations of wrongdoing in connection with the deaths, by reference to the chapter headings in the Stevens Report, which they wish to support at the inquest hearings;
    2. set out any other such allegations which they wish to make; and
    3. in either case, provide any evidence they have in support of such allegations.
  9. A further preliminary hearing will be held on a date to be fixed by the Coroner.
