The Defence Logistics Transformation Programme (DLTP) is a single coherent programme of work incorporating all logistic transformation activities across Defence - whether it occurs when deployed forward on operations, within the defence industry, during the early stages of equipment acquisition, or when planning for disposal. The programme encompasses essential logistic change activities throughout the Department, particularly in the maritime environment and in the Front Line Commands all of which will have a significant impact on the transformation of logistics support.

Chief of Defence Logistics (CDL), General Sir Kevin O’Donoghue, is overseeing the logistic transformation programme as the end-to-end process owner for providing logistic support in peace and war. He has the authority to challenge, judge, influence and regulate the end-to-end logistics processes and for establishing the framework for the deliver of logistics support. Major General Tony Raper is the Director General for the programme (DG DLT) and has overall accountability for its successful delivery.

Previous change initiatives and programmes have primarily focussed on improving efficiency while maintaining operational outputs – put simply, reducing the costs and driving waste out of the system. This has been an essential step in the transformation journey; efforts must now focus on transforming - delivering in a different way - to achieve improved operational effectiveness, efficiency and flexibility.

The DLTP will revolutionise the operational effectiveness, efficiency and flexibility of logistics support to all 3 Services.

The DLTP effectiveness outcomes are:

  • End user, front-line confidence.
    Our servicemen and women must be confident that they will get the right support at the right place, at the right time and to the right quality. To do this we need to deliver a reliable and responsive support chain.
  • Simplified end-to-end processes - ‘foxhole to factory’.
    The whole logistics support process must be driven by what the commanders and users in the field need to conduct operations.
  • Logistics support optimised to enable ‘effects based operations’.
    EBO focuses on the “impact our armed forces can deliver, rather than the number of systems we need”. If fewer modern ships and tanks and aircraft are needed to deliver the effects we require, we will need fewer people to operate and support them, and fewer bases. Optimising logistics support clearly contributes to this.
  • Improved force-level readiness and sustainability.
    We are now in an expeditionary era which requires us to configure our forces and their logistics support to the most likely operational scenario and be ready to deploy within the associated readiness times.
  • Consistent and improved Supply Chain performance.
    Providing a reliable and dependable supply chain is a key deliverable for the DLTP Team. This applies equally to the UK and NW Europe element and the Joint Expeditionary Supply Chains which support our forces on deployed operations.
  • Improved platform reliability, availability and sustainability.
    “Fit kit in the hands of the troops”.

    EBO relies upon fewer platforms and systems to deliver the required effects. To support EBO, our equipments must be readily available to support deployment, reliable in the environment in which they are to be used and we must be able to support and sustain them for the duration of the operation, including recovery and recuperation.
  • Lean repair loops, improved turnround times and reduced spares holdings.
    By applying lean principles to the process of maintenance, repair and upgrade, it is possible to improve the turnround times of key platforms and equipments. By looking at the process end-to-end, we can also reduce the time taken for the whole process by planning for overhaul and return to the customer, thereby reducing the totality of the repair loop and their associated equipment and holdings.
