Legislation was enacted in 2003 to put water companies under an obligation to agree to requests from Strategic Health Authorities to fluoridate their water but only after they had consulted on the proposal. The draft regulations detail the procedures SHAs must follow in conducting consultations on proposals to fluoridate their water and ascertaining public opinion.
