New Chair appointed to the Committee on Standands in Public Life

The Prime Minister has appointed Rita Donaghy CBE as the Interim Chair of the Committee on Standards in Public Life, in succession to Sir Alistair Graham, whose term of office comes to an end on 25 April 2007.

The Prime Minister said:

“I am pleased to appoint Rita as Interim Chair of the Committee on Standards in Public Life. As the longest serving Member of the Committee and with the experience gained from the range of posts that she has held in public service, Rita is ideally suited to lead the Committee at this time.”

The Prime Minister also expressed his thanks to Sir Alistair for his leadership of the Committee and for the contribution that he has made during the last three and a half years, first as a Member and subsequently as Chairman.

Rita has served as a Member of the Committee on Standards in Public Life since 1 March 2001. She has been Chair of ACAS (Advisory, Conciliation and Arbitration Service) since October 2000.

The Committee on Standards in Public Life is an Advisory Non-Departmental Public Body (NDPB) sponsored by the Cabinet Office. The Chair and Members are appointed by the Prime Minister. The Committee was established in October 1994 with the following terms of reference:

“To examine current concerns about standards of conduct of all holders of public office, including arrangements relating to financial and commercial activities, and make recommendations as to any changes in present arrangements which might be required to ensure the highest standards of propriety in public life”.

Additional terms of reference were announced on 12 November 1997:

“To review issues in relation to the funding of political parties, and to make recommendations as to any changes in present arrangements.”

The membership of the Committee with effect from 26 April 2007 will be:

Those Committee members who do not already receive a salary from public funds may claim £240 for each day they work on Committee business. The Chair may claim £440 for each day spent on Committee business. All members are reimbursed for actual expenses incurred.

The appointment of Rita Donaghy as Interim Chair has been agreed by the Commissioner for Public Appointments. Rita has been appointed to 31 December 2007, but has agreed to step down should the recruitment exercise for a permanent Chair be completed before then.
