The forum is to provide assurance to the Exchequer Secretary to the Treasury and the HM Revenue & Customs (HMRC) Chairman and Commissioners that the policy outcomes of the review of powers, deterrents and safeguards are being delivered in line with the undertakings given to Parliament. The forum is overseeing the period of initial implementation of HMRC’s new powers and safeguards including post-implementation review and benefits realisation work. The first meeting of the forum was held on 30 March 2009 and as few issues have emerged since the inception of the forum it is expected that it will meet twice a year for the next two to three years.
The Chair is Dave Hartnett, HMRC Permanent Secretary for Tax. The forum is supported by a secretariat from HMRC who will be responsible for marshalling information required and ensuring that recommendations are taken forward and reports provided to the Exchequer Secretary.
