The Care Matters Green Paper, published in October 2006, set out the scale of the challenge and the case for change, outlining a range of proposals to improve outcomes for children in care.
This White Paper addresses the gaps identified during the consultation and provides further details on the next steps for the proposed policies.
Four independent working groups were also established to look into best practice in supporting children in care and to explore in more detail some of the ideas put forward in the Green Paper. The reports of these working groups are published alongside this White Paper and this document presents the Government’s response to their recommendations.
