H1. Chronic Conditions Guide and Carers

HMRC HR policies and procedures already contain the principles of the chronic conditions guide. Guidance is available to view by all employees on the departments intranet covering the following topics; Managing sickness absence, including keeping in touch arrangements and the provision of a return to work on part time attendance on medical grounds.Disability Adjustment Leave.Alternative Working Patterns.Reasonable Adjustments in the workplace including; provision of specialist equipment, increase in number of breaks, reduction in workload/targets, change of duties.Creating a Reasonable Adjustment Passport. This is a form which is completed in agreement with the line manager after reasonable adjustments have been agreed and implemented under the Equality Act 2010 and in Northern Ireland the Disability Discrimination Act (DDA).In addition to this HMRC supply access to third party service providers for Occupational Health Advice and an Employee Assistance Programme.Occupational Health Provider: Managers can seek advice on the employees health condition, how this impacts on the individual and their ability to effectively deploy their work duties. Advice ensures managers are in the best position to make an informed decision on how to support the individuals needs to help them sustain effective service.Employee Assistance Programme:All employees have access to;A 24/7 helpline, including referral for personal counselling where necessary.Askwell, a comprehensive interactive tool based on Ten Ways to Live WELL. Giving access to information pages, downloadable fact sheets and links to dozens of recognised health sites.Dedicated support line for managers offering information on how to dealing with difficult people issues.HMRC have a dedicated in-house advice service available to all managers dealing with complex people issues which amongst other topics, includes managing sickness absence and performance for people with chronic health conditions. The Managers Advice Service, Reasonable Adjustments Support Team and the Occupational Health, Safety and Wellbeing team all work towards coaching managers who are presented with these difficult issues.HMRC maintain a Health and Wellbeing intranet site which includes links to other useful sources, for example Access to Work. Regular hot topics are published on the intranet site giving useful information about different health matters, including chronic conditions.As part of HMRC policy on Diversity a number of networks have been developed to create employee support forums to discuss concerns, help eliminate barriers and offer an opportunity to share best practice. Included in the eight different networks is one for Disability which is championed by a member of HMRC Executive Committee, demonstrating the departments commitment to supporting this group.Next steps:HMRC will be working closely with their Occupational Health and Employee Assistance Programme providers to identify and establish a protocol for closer working when providing longer term support for individuals managing their chronic health condition.Continue to raise awareness of chronic conditions through intranet news items, linking these to National Awareness Days and supporting health campaigns connected to chronic conditions.Include a section on chronic health conditions in the HMRC Wellbeing Toolkit.
