H1. Chronic Conditions Guide and Carers

This year, DCLG has continued to support staff with chronic conditions through its attendance management procedures which seek to be supportive, fair and consistent in dealing with employees absent through illness and to assist them in achieving a positive return to work once able. Staff and managers have continued to be able to draw on advice and guidance on the staff intranet and from a range of specialist sources including the HR Shared Services team, HR Advisory team, Occupational Health provider and Employee Assistance Programme.
Following a review of the Department’s Reasonable Adjustment provision in March 2014, a single point of contact for Reasonable Adjustment casework was appointed. This ensured greater consistency in the service and provided a single source of guidance for staff and managers. Through the year, regular face to face meetings were held between the HR contact, IT, Facilities, Procurement, the department’s Disability Network, and Trade Union contacts. These meetings gave all those involved a chance to regularly review the process and agree improvements where identified.
In March 2015, the Department completed the transition of its HR Casework to the centralised Civil Service HR Casework team, based in the Ministry of Justice. This team has significant professional experience and is available to provide specialist support to managers on a range of issues, including supporting staff with chronic conditions or caring responsibilities. On the same date, the Department also moved its provision of Reasonable Adjustments to the newly created Civil Service Workplace Adjustment team based at the Department for Work and Pensions. This is a new centre of expertise, available to provide bespoke end to end reasonable adjustment case management across the whole Civil Service. DCLG is the first adopter of this service across Whitehall, which demonstrates our commitment to identifying and implementing the best possible sources of support for staff.
